Not sure about now but back when I was on my P's (2 years ago) I was driving round in a v8 Probably the only good thing about SA.. EDIT: mind you the v8 was stock, not some crazy v8 lancer sh*t.
As for dropping a LS7 into a Lancer... I think the legality of it would be the least of your problems. Even if it did fit, which it wouldnt, you would get such massive torque steer you would be all over the place, not to metion the effed up weight distribution.
The Jap Dismantlers here in Adelaide are selling a 6a12 Mivec for $1,250 with no gear box if anyone is interested.
