Putting holes so close together like that in the hub is a catalyst for fatigue failure... You're essentially creating very large dislocations in the metals atomic structure and then asking it to carry the same load. It really depends how far over engineered the part is, since you're eating into the safety factor: I know for aerospace structures a part will be made to 1.8 x the max load it was designed to carry, and a car would be similar
