Noob need help - Upsizing R13 wheels

A set of 5 stock 15" Lancer wheels with crap tyres were just posted on a sales page for $100 in SA.
They look like 14s not 15s though. The sidewall in the pic is 65 which is way too big for 15s

I'll keep looking in WA gumtree. Don't have a facebook account so can't look there.
Not too mch in a hurry so I'll just be patience.
