Not quite sure what you are trying to describe? I think you might mean coilovers with a 30 point ( adjustable dampening) with height adjustment on the shock body (bottom ring on strut/shock body) and not the other type which adjust height via the spring preload.
The bottom mount you are talking about is the standard mount for a CG/CH Lancer, it doesn't matter with coilovers as they will fit both, but if you were buying lowered springs you would need to find out what spring saddle mount you have in the front struts, IE 121mm ID or a 144mmID.
If thats what you mean than you need to look at say BC Racing / Pedders Extreme XA / Tein / MCA coilovers , and others, prices vary from $1250 - $2000, there are cheaper ones on ebay under $800.00 , but you only get what you pay for!
You need to work out what you want to achieve with them, is it just lowering your car for looks/show or is it street driven / daily driver or just for track work as all coilovers come with different spring rates eg: Pedders have 8kg front/5kg rated springs (bit on the rough side) BC Racing standard come with 7kg/5kg coils, just remember that the standard Lancer springs are rated at aprox 2.65-2.85 KG.
Pedders won't let you order any different coilover springs from new, their attitude is we don't care, take them as they come 8kg/5kg or don't buy them, whereas BC Racing coilovers are happy to fit up any combination of spring the customer want's from new at no extra charge, some others will as well, which is how it should be as all applications are not that straight forward in real life.
