Whirring noise increases with revs

Hi all,
I have a 2009 lancer cj with the stock 2.4L engine, everything in the car is stock except exhaust and visual mods, but it has had a whirring noise for a long while now, atleast a year.
The noise sounds like something spinning and gets louder as revs go up, its automatic but there is no clicking as gears change or steering etc its just a whir that seems to come from the front of the car.
I was just wondering if anyone knows where i should start on troubleshooting as this is my first car and i dont really know much if im honest. I would be happy to answer any questions if anyone can help.

lot of moving parts under the bonnet, could be anything lol
Does it make the sound when in neutral while revving the engine or only when in gear while driving when there is a load on it.
If it happens in neutral just stick your head under the bonnet while someone is revving it to see where the noise is coming from and rule out any external bolt-ons causing the sound like lose belts, fans, pumps, etc...
Just need to try and isolate if its coming from engine, transmissions, drivetrain.
Does your car have an undertray? maybe its lose and flapping / catching air as you go

thank you ill have a look where its coming from later today, its only with revs at high speed no noise only when accelerating you can hear it, undertray is loose but theres no noise when just cruising and not accelerating so i dont think its that? it does make the sound in neutral and revving
 
i just had a look and im pretty certain its coming from a belt thing idk what it is, would it be the belt or the bearing and would anyone know how much it costs to get this replaced/fixed and if its something that needs fixing or if i could just leave it?

Are you referring to these belts / pulleys on the side?
Cost to repair would be a bit of an unknown without knowing what's actually causing the issues.

If you can get your hand down there easy enough just give each one a wiggle side to side / back to back to see if any of them have any play and also have a look at the belt to see if you can see any writing / markings or damage, I have been told heaps that if the writings are all worn off the belt is probably close to being cactus so its time to start looking for a new one.

yeah its those ones, do you mean wriggle them to see if they spin or if the actual wheel bits are loose, i think the car is probably due new belts, dont think they have been changed since new 13 years ago, ill have a look, thanks a lot
 
just checked and no wriggling side to side or back to back but also no writing so i think the belt is probably just due a change,
if you know what the belt is called and if the average mechanics would change it that would be great, thanks
