For power windows, you only need the switches, the wiring in the doors (about a meter long), the motor in the door, and a simple relay (just grab it from the car that had the windows if possible)

That box along wont do anything really, its a holder of sorts for a couple fuses and plugs i believe
well im pritty sure that i have every thing u just said but im not sure what the relay is or looks like

Every lancer/mirage would have this; the relay is that little black thing, its essentially an electromagnetic switch

Jazza, If i recall correctly, one side is meant to be for the foglights i think, but its the car's are missing a line from the fusebox to this point i think

uhm, your car would have already had that under the dash, just above where your feet go :/

You just need that relay, and the window motors and the door loom which starts with a plug and ends with a plug and is about a meter long :/

The only wiring that you need is the wires from the window motor and switch, to a plug that sits just inside your door.
Every lancer should have this, but it will only have two wires for the speaker on it.
The new door loom/wires have that wiring, AND a few extra for the motor/switch (2+4 respectively).

not all lancers have the spot for the relay, early ce's up to 1998 (except MR) did not have the wirining in place and requires either running your own wiring or a loom change

check under your dash, being a 99 model it may have the wiring already there. if it does simply remove the black relay and plug it in yours.

tell me with the 1 i bought, could i just unplug the 2x white plugs and the blue plug in my car and connect them to the new 1, will they work still and then just wire up the relay

unlike what lilandonaki says not all Lancers have the wiring in place for electric windows. the pic u posted shows what one looks like that doesn't support the electrics. still don't believe me? try plugging it all in and see if it works.

u could try and unpick all the wiring from the relay back but i found it easier to just replace the hole loom. heres a pic with the dash out. the loom goes across the dash on a GLXi sedan and down the right side of the floor.

make shore its an auto loom if yours is an auto or else the lights on the t bar and transmission indicator on the dash (if theres a PRND321 display on the dash) won't work. but its easy to unpick these from your old loom and add them into the new one.

it would also be a good time if u can find an airbag model that hasn't gone off and add the srs airbag as well.
 
so what are the 2 white plugs and the blue plug 4.. if i unplug them and put them in the wrong spot will it mess something up

the white ones branch out the power for lighting, if u pull off the front its just a metal jumper that connectes the wires. notice the same wire colors going into each if they are stuffed the dash lights wont work. i can't remember what the blue one was for but i ithnk its a bunch of ground wires.
 
pls ignore my stupidity but i cant see the logic in it, if i unplug them from my car and connect them to the new plug y wont it work
 
what wont work? the lights transmission indicator or windows? it will work as long as u replace it.
 
ok so if i unplug the 1 in my car and plug in the new plug holder thing then it will work
