Making Horn Work When Car is Off?

I've got '97 Lancer Gli. I'm looking to make the horn work when the car is off.

What's the best way to go about this? I'm thinking maybe run power directly off the battery to the horn and connected to a switch inside the car

Though, I'd prefer it to work off the steering wheel horn button. For this method would it be as easy as finding the power source and hooking it up to a constant 12v? I've messed around a little with the wires around the steering. I found that there's a red/black wire, and a black wire (iirc, was a while ago, could've been different coloured wires lol) that when linked up set the horn off. I'm assuming these are grounds.
 
I cant help with specific wire colours, but youre correct - as the horn works off a switched 12v fed from a relay, you would need to change the standard switched 12v to a constant 12v (at the relay). I'm not too sure, but keep in mind there may be other equipment that feeds off that same circuit, so you might end up with some funky electronics (an example is maybe the indicators will keep working with the car off)

Hahaha I'd be fine with funky. The horn relay is in the fuse box under the bonnet right. Which I assume is going to be a little tricky to work with?

You may need to make like a "relay-relocation" thingy; extend the connections away from the box a couple of cm while changing the switched power to constant, but i think you might still be able to have it all shoved under the fuse box cap,

Looking at the wiring diagram there is only a horn relay if airbags are fitted. I gather the clock spring cannot pass sufficient current. The slip ring on a non airbag car probably can.

Both arrangements are powered via a 10amp fuse (Fuse No 8) located in the engine compartment fuse and relay box. Fuse No 2 is for hazard lights and is hot all the time.

You could try something like...

with the blue slice replaced with one leg of a fuse.

Location of the relay is not specified in the Gregory's book. Also book fuse number are different than printed of fuse box cover.
