1998 4G15 Carby Awful Fuel Usage

Gidday!

I'm a newbie here, and have been lurking for about a month or so, recently got my 98 GLS Lancer (seems to be NZ name for CE).

Been doing some general maintenance on it which has fixed some things but i get AWFUL fuel consumption.
I'm getting ~200kms a tank (conservative) which is about 5km/L. (I got better fuel consumption on my 87 Honda City, and that thing practically didn't have a head gasket)

Have been researching what I can and read that it might be the auto-choke but I can't see much in it and right now can't figure out where the auto-choke is....

I'll eventually be putting the EFI 1.8 in it but right now im getting kicked in the ass by gas costs :(.

Does anyone have any ideas on this?
My next plan is to pull off the carby, take it apart, and clean it, but if it's not going to make a difference it might not be worth it, so figured i'd ask for help, any pushes in the right direction would be awesome.
 
As far as I know (which isn't much) the CE is EFI.

NZ has the strangest combination of motors in cars, ones that we never saw. I have heard of CH Lancers over there with 4g15 and CG’s with 4g13

I’d believe carby CE haha.
 
Yeah I'm mostly going by the body, pretty sure its a CE, got a new windscreen recently and seemed to come up as closest match to a CE for them so that's what they went by.
 
I'd definitely suggest a carby rebuild. They can be done fairly easily yourself (youtube is DIY king in this case), or any decent mechanic can as well for a few dollars. It does sound like the choke is seized, especially if ltr/km is bad, and if power seems absolutely *fudge*ed.
Could try some carby cleaner/brake cleaner in the top when its running to try to clear it up a little bit
