98 ce lancer surging or overfueling

Just picked up a lancer for cheap,the only catch is I think it's surging,it will start up cold but will be idling really low but drives fine till it warms up then I'll be driving and it will jump up in revs about 2000 rpm then go back to normal,other times it will hit a flat spot and lose power,also sometimes at low revs It'll jump in revs for like 5 seconds like I'm blipping the accelerator,I'm thinking spark plugs or coilpacks but not sure,new to the world of lancers so not to sure where to start
 
Could the throttle cable be tighten to much? Does the throttle have slack in the cable or is it tight?
 
IACV - Idle Air Control Valve.

Starting to get to be a common thing, the valve can wear out or get stuck from carbon gunk. Its directly below your throttle body. Take it out, clean with some brake cleaner, and pop it back in.

I'll check it now,also I was checking the spark plugs before and there all covered in oil and the socket came out wet with oil too so I think the valve cover gasket is gone
 
Is the black piece meant to come apart from the little motor looking thing or does that mean it's stuffed

uh depends on exactly what part you mean haha.

A way to test if it still works is:
- Unbolt it from the throttle body.
- Have a friend turn the car to IGN, and wait a few minutes.
- The IACV should extend/contract as soon as its on IGN, and after a few minutes it will start slowly clicking and moving open and closed a couple of "steps".

I'll try it,I'm just talking about the black housing piece with the 3 screws in it,I tried taking the whole assembly off from under the throttle body but it's too tight and I don't want to strip the screws,the car seems to run fine when it's first started of a morning,only stuffs up when it warms up,could it be the whole iacv assembly because I've taken the black part with the 3 screws off and it seems clean

I got it sorted it turns out all it was is the throttle position sensor had to be rotated abit,thanks for everyone's input
